I had an appointment today at the Philippine Embassy in Frankfurt for the Report of Marriage and Passport Renewal, and I can say it went smoothly. We were allowed to enter the office on time and were immediately assisted by the officers. They were friendly and accommodating, especially the lady at the counter. She even helped us correct our application form because we had made some errors on it. My husband, who accompanied me to the embassy during my appointment, was also satisfied with the service.

This is an extensive review of my experience in PCG Frankfurt and I apologize in advance for the long text. May this review guide others who are trying to accomplish the same or in a similar situation as mine.

I went there the past year accompanied by my mother and some friends to take a document for my marriage in Italy (this is important for later), namely Certificate of Legal Capacity to Contract Marriage (CLCCM).

As for background context, I was at that time 23 years of age and was a resident in Germany. Because my fiancé is Italian, we decided to get married in Italy. To do that, I needed CLCCM from the place of my residence, which was in Germany.

My mother, before going there, emailed PCG Frankfurt about the matter to inquire about the requirements to acquire the said document. However, she failed to let them know that the wedding was happening in Italy and we only needed this particular document for another one (Nulla Osta per Matrimonio) there as per information from the Philippine Embassy in Rome.

When we went to PCG Frankfurt to request this document, I presented all of the required papers and mentioned that I will be getting married in Italy. The teller reacted to that and said I could not use CLCCM to get married in another country other than Germany.

My mother who was right beside me (she was there for signing the affidavit of parental consent or sworn statement), refused to concede that this was the case and that we received an email stating that we can get the document in PCG Frankfurt as it was the embassy/consulate in my place of residence.

The lady behind the counter was flustered and started being passive aggressive to my mother and initially said that they would not give me the document because I could not use it in another country. As I was surprised with the escalation of the situation, I was trying to talk as polite as I can to the teller myself, as I am the one requesting the document and not my mother.

She then went to the back of the office and printed a copy of their email correspondece to each other saying there was no mention that I am getting married in Italy and if they knew I was, they would have adviced us not to come in PCG Frankfurt.

My mother was talking about the email that was sent from the Embassy in Rome which told us that we should get the CLCCM there in Frankfurt (as said, it is within the jurisdiction of my residence), but because of the sudden reaction of the teller, there was a huge misunderstanding.

I ultimately just kindly asked if I could still get the document anyway, even if I could not use it just in case, because we already travelled and spent to go there. She finally gave in and allowed me to request it and we paid for the document.

I thought that that was the end of it, but it took awhile for them to deliver the document and not only that, when it arrived I noticed at the end of my CLCCM, it states (non verbatim) that "this document can only be used in Germany."

This is where my problem lies with this experience and the overall interaction with the employee. I was the one talking to her when she suddenly shifted her focus to my mother who only had concerns and became passive-aggressive with her comments and the tone in which she talked to her when she should be talking to me. Moreover, the incompetence that even the employees (to be exact, a Consul of the Civil Registry) of this Consulate do not know what to do with my case and almost adviced me wrongly by not giving me the document. Which is in fact correctly to be requested there and presented in the Philippine Embassy in Italy, which I had no problem with. To add fuel to the fire, they even added that statement at the end of my document, which I researched, in other CLCCM documents by Philippine Embassies/Consulates, there are no conditions like that written on the paper.

I feel so frustrated when I remember this interaction and I hope that this issue in PCG Frankfurt's customer service will be resolved and improved in the future. Thank you for taking your time reading this review.

1. They are still practicing "Filipino Time" even they are in Germany. They have noon break from 12pm to 1pm and at 1pm, you cannot still go inside and wait for them to open the door. After entering, the people there were still not on their designated counters. Most of the people visiting are from other cities, so TIME is very important.

2. Very slow process. How? you know the word chismosa? So while the other counter is busy attending to the visitor, the counter beside was eavesdropping and not focused on her own client. People in the counter is not competent. How? They were going back and forth to ask their colleagues what to do if they encounter a problem from the client's documents.

Never again. We went there for report of marriage and it was not good.

I recommend you , if you married in Denmark. Then better go to Denmark embassy, they are more helpful and friendly.

I do not know if we are all welcome here. The atmosphere or aura is quite ackward. But nonetheless, the place is extremely clean and spacious. Few applicants for passport renewal. Coming as a well-prepared individual I can suggest that don't forget to Photocopy your documents. So your application would be smooth and continuous. The books in bookshelves are quite interesting also the few art display.

it took almost 6 months before I got my new passport. I do not know exactly why. well it was this unexpected situation came. they say I had problems in DFA manila, I told them that it’s already been resolved. How do I get to travel to Thailand, Singapore and Germany if I hadn’t my passport stamped and bring it with me?!Common sense!

Difficult to find at first since the Consulate is located inside of a high class business center, pretty inconspicuous for the area. My wife and I had a set appointment that we were late to, however it was a formal action since they work mostly as a walk-in service. The appointment is more so they know you're coming. After all, they were not very busy at all when I went. Though I'm sure if things pick up they will hold people to set appointments. The staff were very nice and friendly, and the Consulate was very clean and neat. I was very impressed with the restrooms and I also found the small museumesque area they had to be a nice touch. I wish they took card here, but luckily we were prepared and brought Euro. Be sure to inquire ahead about their prices for their specific services. All-in-all, this Consulate is a great model in excellence that all diplomatic posts should look up to.
