CORRUPTION AT ITS FINEST. IF YOU ARE A DAYCARE PARENT, THE OEC PROBABLY HAS COPIES OF YOUR CHILD'S HIPAA PROTECTED HEALTHCARE RECORDS WITHOUT YOUR KNOWLEDGE OR CONSENT. I am a daycare parent and have seen first hand the deceit and entitlement of this office, from top to bottom. Inspector Samantha Nikui and her supervisor Christ Ferrari FABRICATED violations to punish my son's provider after she refused to hand over the medical records of all the children in her care...RECORDS THIS OFFICE HAS NO LEGAL RIGHT TO. The program managers couldn't tell me if it was legal, or probably didn't want to admit it is not legal and VIOLATES HIPAA. My son's provider is now facing probation when I EASILY found 10 centers and in-home providers within five miles with more (and more serious) violations. This office in its entirety believes its above the law and does nothing to protect children. They'd rather drive good providers--who dare protect the rights of children and their parents--out of business.
